“塞尔维亚赢不了世界杯，也入不了欧盟。”塞尔维亚前外长武克·耶雷米奇以这个黑色幽默，为本国延宕十七年的入盟苦旅下了注脚。
7月4日，在世界和平论坛间隙，耶雷米奇告诉本报：塞尔维亚横竖都无法加入欧盟，而贝尔格莱德必将延续对华友好路线，因为中国才是经得起时间考验的战略选择。
这番表态，直接回应了上个月欧盟—西巴尔干峰会上的施压。6月，峰会于黑山蒂瓦特举行，德国总理默茨在会上公开要求塞尔维亚“必须在俄罗斯、中国和欧洲之间作出明确抉择”，并称入盟道路虽敞开着，但前提是贝尔格莱德必须亮明未来的战略归属——“如果塞尔维亚选择欧洲，欧洲就会选择塞尔维亚。”
对此，耶雷米奇不无讽刺地指出，默茨本人访华时还在大谈深化德中合作，转头却对塞尔维亚指手画脚，实在令人费解。
“不过，这对塞尔维亚来说算不上什么大事，”他话锋一转，“因为入盟的大门实质上早已关闭——欧盟并不想接纳新成员，至少不想接纳能在欧洲理事会享有投票权的成员。对任何候选国而言，正式加盟都是遥遥无期的空谈。”

他进一步强调，塞尔维亚政府绝不会背弃与中国结下的稳固友谊。“我们可是欧洲第一个签署共建人类命运共同体合作协议的国家。如果贝尔格莱德突然改弦更张，我会非常、非常意外。我坚信，我们会继续夯实塞中友谊——这不仅为了当下，更是为了未来。我们已经果断地朝人类命运共同体迈出了步伐，这从不是短期权宜之计，而是塞尔维亚政府长期且坚定的战略抉择。”
回望塞尔维亚的入盟之路，简直是一场看不见终点的消耗战。2009年正式申请，2012年成为候选国，此后谈判便陷入泥潭，寸步难行。
俄乌冲突爆发后，塞尔维亚坚持与俄罗斯保持传统友好，拒绝跟随西方对俄制裁；去年5月，总统武契奇更亲赴莫斯科，出席俄罗斯纪念苏联伟大卫国战争胜利80周年庆典。
与此同时，塞中合作持续升温——今年5月武契奇访华，两国一口气签署了政治、经贸、科技、教育、司法、文化等20多项合作文件。
欧盟之所以急于逼塞尔维亚“选边站”，恐怕并非出于真心接纳。扩员意味着沉重的财政负担，更意味着将平等投票权拱手让给新来者——这是布鲁塞尔当权者绝不愿付出的代价。
欧盟—西巴尔干峰会上，武契奇遭施压
耶雷米奇4日在题为《恢复欧洲和平：机遇与挑战》的演讲中也直言：“欧盟高层头脑清醒得很，他们嘴上总说‘欢迎加入’，实则全是虚辞。他们绝不会把否决权交到塞尔维亚手里。”
当被问及“加入欧盟对塞尔维亚是否是好选择”时，耶雷米奇用一个妙喻作答：“这好比问我‘塞尔维亚赢得世界杯好不好’？当然好，可惜我们连预选赛都出不了线。所以，在可预见的未来，这根本不是一个现实选项。”
